The Kansas City Planning and Development Department opened applications July 8 for 42 parcels totaling 38 acres across two priority zones.

The timing aligns with a 14 percent rise in building permits filed in the first half of 2026 compared with the same period last year, as developers seek sites near existing infrastructure rather than greenfield locations farther from downtown.

Parcels sit in the River Market north of the Missouri River and along the 31st Street corridor in the Westside neighborhood, both areas already served by KC Streetcar extensions and water lines installed in 2024.

Who qualifies

Applicants must be registered Missouri limited liability companies or nonprofits with at least three years of development experience inside Jackson County. Individuals are ineligible. Projects must commit to at least 60 percent residential square footage and meet the city's inclusionary housing rule requiring 15 percent of units priced below 80 percent of area median income. The Kansas City Housing Authority will review the affordability component before any land contract is signed.

City records show 19 parcels range from 0.18 to 0.42 acres and carry minimum bids between $95,000 and $185,000. The remaining lots are larger assemblages suited for multifamily or mixed-use buildings. All sales include a five-year completion covenant with penalties for delay.

How to apply

Developers submit site plans, financing letters and pro formas through the city's online portal at kcmo.gov/landrelease by 5 p.m. August 22. Staff will score applications on density, design compatibility with surrounding buildings and job creation during construction. Shortlisted teams present at a public meeting scheduled for September 10 at City Hall, 414 E. 12th Street. Final selections and purchase agreements are expected by October 15.

The department will hold two pre-application workshops at the Westport Library branch on July 16 and July 23 to answer questions about zoning and infrastructure credits.
